PayPal callback failures - Error: The server returned an invalid or unrecognized response

Question

Within the last few days, PayPal callbacks seem to be failing. The order goes through PayPal OK, but it does not show as complete in CactuShop, I don't receive the order confirmation from CactuShop and I get a full error report emailed to me, which lists the specific error as:

An ASP error occurred when trying to send the data via XML object : The server returned an invalid or unrecognized response

We have had a number of reports of these. It appears to be an issue at the PayPal end:
